A driving instructor is set to appear in court later this month.

ICBC, the agency that issues driver’s licences in British Columbia, has cancelled all road tests in Fort St. John due to a criminal harassment investigation by the RCMP.

ICBC says the investigation involves someone not affiliated with the corporation but didn’t explain how it affects testing. The agency says it’s taking steps to protect staff and customers, acknowledging the inconvenience caused and working with police to resolve the issue quickly.

In total, 236 passenger and commercial road tests have been cancelled.

Court records show former ICBC examiner and local driving instructor David Rowsell faces criminal harassment charges related to incidents between November 2021 and January 2025, involving ICBC employees and instructors. Over the past year, Rowsell has used his driving school’s Facebook page to share disputes with ICBC, including allegations of corruption.

He declined to comment on the situation or the charges, and ICBC has not addressed his online posts.
